Someone else mentioned using just the "fluff" from Mugwort leaves for moxa, which would no doubt make a finer product. Nonetheless, I make a very usable moxa simply by finely shredding and pulling apart whole dried Mugwort leaves. It is a fun property of Artemisia vulgaris that the shredded leaves, rather than crumbling apart, can be smushed together into the cone and cigar shapes used for moxa. Not being one to play around untutored with acupuncture needles, my moxa gets burned on fresh ginger slices placed over meridian points. One of the best ways I know to clear out stubborn muscular tension points, like shoulder knots.
